30 Gays Arrested in Dubai Today ???

An United Arab Emirates LGBT group claims that more than 30 men have been arrested by government forces for being gay. The United Arab Emirates Lesbian, Gay, Bisexual and Transgender group has received reports that 30 people who are believed may be gay were arrested in private ‘after’ party last at 5am, last Friday (9 March) in the Shangri La Hotel, Dubai.

It was said the party was ambushed and all present were taken for questioning. Some of the men are reported to be from prominent Emirati families.


It is unclear at this point if the men are still in detention or have been freed, nor if any charges have been brought against them. Neither UAE LGBT nor Gay Middle East have not been able to verify the details and hotel staff were cagey when questioned about the incident by us.


The United Arab Emirates has strict federal laws regarding homosexuality and each emirate has their own specific laws. While the Emirate of Dubai has technically severe laws they are usually not strictly enforced.

‘It was a private party in a private hired space where people were behaving and not even engaging in any public display of affection, so I can’t imagine why they got arrested,’ said Adilah, a lesbian member of UAE LGBT told GME.

‘The CID [police] don’t just bust private parties, either someone ratted the party out or some hotels guests or staff complained about the noise in the middle of the night, I am just shocked that this happened!’ she protested.

‘We waited a few days,’ she continued, ‘to see if it would get a note in the press. It didn’t as the authorities knew it would create uproar. We only knew that they were kept in detention for a few days, but have no idea if they are still locked up.


‘Plus some of the boys are from prominent Emirati families, so something may have been arranged with the police and the press to silence this story, its very difficult to find out accurate details.’


‘My heart goes out to the boys, who must be feeling humiliated and in terror have sat or even still sitting in a cell. No one deserves to be incarcerated for being who they are, especially when it doesn’t hurt anyone around them.

‘This was a private party, one amongst hundreds if not thousands taking place in the UAE on a Friday night. The boys risk huge consequences and discriminations in their future careers if their names get out, not to mention the lives of some of them are at risk if their families are conservatives, as it may lead to so called “honour killings”.’


Abdulla the chair of UAE LGBT told GME: ‘As an activist This is disheartening, the government’s actions towards our community are horrid and deplorable especially at a time where the public has expressed willingness to engage in a debate about the issues our community faces, just for being lesbian, gay, bisexual or transgender!’

Police in the Gulf state of Dubai have arrested 40 men in a crackdown on transvestites. 

“Any man or woman who dresses up and behaves like the opposite gender in public will be questioned and legal action will be taken against him or her,” Lieutenant General Dahi Khalfan Tamim, Dubai Police Chief, said in a statement on the Dubai Police website.
“The 40 transvestites were referred to the Public Prosecution, which issued an administrative deportation order against them. All of those arrested were visitors and tourists and not residents.
“This is against the UAE’s traditions and social values,” he said.
In May Dahi announced that transvestites caught in public would be arrested as part of a new campaign.
He said “transvestites have been seen of late in public places, including shopping malls.”
He said the campaign under the slogan “Our social values are precious.. let’s protect them”, targets those who “do not respect social values and behave like the opposite sex.”
Dahi called on the Social Affairs Ministry to study the problem and find out the actual reasons behind the increase in transvestites.
“I think studying in a mixed environment is the reason behind the increase in this problem.
“However, there must be a study to find out the actual factors behind the problem,” he said.
Dubai is one of the seven oil-rich United Arab Emirates.
It is unclear if any British men were arrested, though Dubai is a popular destination for UK tourists.
Despite claims that it is the most modern and “Westernised” state in the region, homosexual relations are still considered a crime and punishments range from jail to deportation and death penalty.
Last year two men aged 35 and 18 were sentenced by a Dubai court to fifteen years in prison for raping a 15-year-old Western boy.
One of the men is HIV positive.
Alexander Robert, of French-Swiss nationality, was in the United Arab Emirates last summer when a group of men took him to a desert, threatened him with a knife and repeatedly raped him.
According to Alexander’s mother Veronique Robert, authorities neglected to inform them about the HIV status of one of the rapists in an attempt to hide that AIDS was present in the country.

Men sentenced for Dubai rape of 15-year-old boy

Two men aged 35 and 18 have been sentenced by a Dubai court to fifteen years in prison for raping a 15-year-old Western boy.
One of the men is HIV positive. A third man is being tried by a juvenile court on the same charges.
Alexander Robert, of French-Swiss nationality, was in the United Arab Emirates last summer when a group of men took him to a desert, threatened him with a knife and repeatedly raped him.
Speaking to the International Herald Tribune, the teenager said in October that after his family denounced the case, Emirati authorities tried to discourage them from pressing charges.
According to Alexander’s mother Veronique Robert, authorities neglected to inform them about the HIV status of one of the rapists in an attempt to hide that AIDS was present in the country.
“Aids is a taboo subject here. The government played with the life of my child,” she said in November.
Although HIV tests didn’t find any trace of HIV in his blood, a confirmation will only come after a test to be taken in January, at the end of the disease’s six-month incubation period.
A police doctor who visited Alexander after the rape also tried to insinuate that the teenager had consented the sexual assault and that he is gay, writing in his legal report that he had found no evidence of forced penetration.
The young man told International Herald Tribune that at those words he burst into tears.
“I’ve just been raped by three men, and he’s saying I’m a homosexual because my anus is distended,” he said to his father.
The victim’s mother said that the court’s decision was too light and a family attorney said they would appeal against it.
Mrs Robert also started a battle against the rich Arabic country and launched a website asking measures to acknowledge crimes of rape, which are not recognised under UAE law.
“The rape of a child cannot and must never remain an unpunished act. A state that lies, however rich, cannot and must never do so without encountering the consequences,” she wrote in her website boycottdubai.com.
In the small Arabic country, despite claims that it is the most modern and “Westernised” state in the region, homosexual relations are still considered a crime and punishments range from jail to deportation and death penalty.

Hundreds of minors flown out to Gulf to dance in bars, provide sex

For three days now, 2,000 girls, almost all minors, have left for the Middle East, particularly Dubai, to feed the needs of a population starved of entertainment and sex post the rigours of Ramzan.

The girls have been told they are being taken to dance in bars, but it is implicit that they will double up as prostitutes for well-paying clients. Another 1,000 will leave by tomorrow.

Sources say there has been an approximate 20 per cent rise in the trafficking of minors over the last year.

And it's remarkably easy. Chennai and New Delhi were used as gateways instead of Mumbai where checks are more stringent.

Sources added that all the minors were travelling on forged documents that show them as adults.

A senior officer from Special Branch 1 said the girls were travelling on a tourist visa and their stated purpose was 'to visit relatives in the Gulf'.

"We know they are going for immoral purposes. We have been looking to see how we can check their exit," remarked the officer.

'Rise in trafficking'

Vikrant Raghuvanshi, lawyer and president of the NGO Akshaywat, which works with child trafficking, said, "Yes, there has been a substantial rise in the trafficking of minors, but it was never really controlled.

The government has to take strong initiatives rid the country of this menace."

Gulf Rush: Bar dancers from Mumbai and other parts of central India were sent to the Middle East via Chennai and New Delhi airports instead of Mumbai where checks are more stringent.

In an earlier newspaper report, Subhash Chakma, director of the Asian Centre for Human Rights, had said the government was not serious about checking human trafficking in the country.

"We have enough laws to deal with the problem but lack the will to enforce them."

Ashraf Khan, an agent, said he had been scouting for girls for the past five months. "I make around Rs 40,000 per girl if the deal goes through.

The recruitment process begins about three months before the migration to Gulf begins post Ramzan," said Khan.

In the Gulf, dance bars are shut during Ramzan and the licenses are revoked. All the girls working there are sent home. The exodus to the Gulf therefore begins post Ramzan.
 
"An average girl gets paid approximately Rs 1 lakh for a three month contract, while an experienced dancer gets around Rs 3 lakh for the same period," he added. In addition, experienced dancers get 50 per cent of the tips.

In Mumbai, possibly the best paymaster, the girls make around Rs 10,000 a month, which explains the Gulf rush.

On contract

Khan admitted that 70 per cent of the girls on the three-month contract are below 18 years and the papers are forged to show them as 21 years and above.

"I am going for the first time. My friends told me that the scene is good in Dubai and I will three times what I would earn in Mumbai," remarked Chandni.

Confirming the exodus, Ramesh Shetty (name changed), a bar owner from Kashimira said, "Five girls from my bar left for Dubai yesterday. We now have a shortfall of dancers, but they have promised to return after three months."

Once there, the girls are completely at the mercy of the operators as their passports are taken away so that they cannot escape.

Rakesh Pandey of Rakesh Tours admitted there had been a significant rise of passengers travelling economy class to New Delhi and Chennai in the past few days, of which a large number were female.

India has an estimated 25 lakh gay population and about 98% (1.75 lakh
of them are HIV infected, Government told the Supreme Courton Tuesday.



"The population of MSM was estimated to be 25 lakhs in India," the governemnt said in its affidavit filed in the apex court, citing figures of the National Aids Control programme.
The affidavit, filed by Ministry of health, said that it is planning to bring 24 lakh high risk Men who have Sex with Men (MSM) under its AIDS control programme and it has already covered around 22 lakh.

It further said that estimated HIV prevalence among Female Sex Workers is 4.60-4.94%,and among MSM it is 9.99 -9.99% and in case of injecting Drug Users it is 9.42-10.30%.
The government affidavit was filed in compliance with the Supreme Court's direction seeking detailed information on the number of homosexuals in the country and how many of them are HIV infected.

The government submitted that there has been an overall reduction of HIV prevalence, HIV incidence (new infections) as well as deaths due to AIDS-related causes because of its AIDS control programme.
Earlier, gay rights activists came out in support of decriminalisation of homosexual behaviour among consenting adults in private saying that it would help in bringing them in national mainstream.

Naz Foundation, an NGO, ( UPMAN ) working for the welfare and rehabilitation of HIV infected persons, submitted that criminalising gay sex will lead to preventing homosexuals come out in the open.
"This population is hidden in the society and they are not available for getting proper health care facilities. There is a greater chance of the transmission of disease among them," advocate Anand Grover, appearing for the NGO, said.

A bench headed by Justice GS Singhvi then asked him to place reports and studies done by experts to substantiate his arguments.
In the last hearing on February 29, various social and religious organisations had vehemently opposed decriminalisation of gay sex saying that allowing such acts would lead to a "horrendous" situation.

The Delhi High Court had in 2009 decriminalised gay sex as provided in Section 377 of the Indian Penal Code (IPC) and had ruled that sex between two consenting adults of same sex in private would not be an offence.

Section 377 (unnatural offences) of the IPC makes gay sex a criminal offence entailing punishment up to life term.

Rose Venkatesan has floated the Sexual Liberation Party of India, which she says, will be formed with like-minded people who believe in ‘sexuality as a basic right.'

Right from legalising Prostitution and Brothel centres to making necessary amendments to the Constitution, Ms. Venkatesan says, there are many reforms her party believes in. 



The Supreme Court on Thursday wanted to know the number of HIV-infected people in the country, and the number of homosexuals among them.
A Bench of Justices G S Singhvi and S J Mukhopadhyay asked the government to get all data on India’s LGBT (lesbian, gay, bisexual, transgender) population, and sought the figures in “proper charts and figures” by the next hearing.
The Bench expressed unhappiness that the government had only a vague picture about the actual number of HIV-infected persons.

A note presented by the National AIDS Control Organisation (NACO), a department under the health ministry, had reached the “unlikely” conclusion that the number of people infected by HIV in 2009 and 2010 were exactly the same: 23.9 lakh. 

“How can identical number of people get HIV in two consecutive years? You should have done your homework before coming to the court,” the bench told Additional Solicitor General Mohan Jain, who represents the central government.


The authenticity of the government data faced further challenge when an anti-gay activist pointed out that the 73rd parliamentary committee report from the HRD ministry showed the total population of HIV-infected persons as 8.13 million, while NACO showed a far fewer number.
“There is a contradiction here,” the bench told the government counsel.
Asked about the mechanism of funding NGOs working with HIV positive people, Jain said NACO only allocated aid to state AIDS control societies, who distributed the money to NGOs. “It (distribution of funds) is completely controlled by the state principal secretaries,” the ASG said.



“So how many in Delhi are infected with HIV? How much you are providing for state governments. Submit proper chart and figures,” the court responded. 


The court asked the central government to explain its criteria for profiling the categories like migrants and truckers as “high risk groups”, and the source of the information on the basis of which it considered them “high risk”.

KANPUR: The first eunuch MLA of the country, Shabnam Mausi, who had won as an Independent candidate from Suhagpur Assembly constituency in Shahdol district of Madhya Pradesh in 2000, failed to repeat the feat in the Assembly elections here.
Shabnam Mausi, who contested 2012 Assembly elections from Cantt assembly seat under the banner of Rashtriya Viklang Party (RVP) could manage to get only 118 votes and lost the security deposit.


Shabnam Mausi's agenda included fighting corruption and unemployment, poverty and hunger. But the voters of Cantt Assembly constituency voted BJP's Raghunandan Bhadauria.
Muslim votes in the constituency were divided between Mohammad Hasan Roomi of SP, Abdul Mannan of Congress and Sohil Ansari. This proved advantageous for Bhadauria.

CRIMAL Eunuchs' attack by a railway passengers in SURAT ??

Three men posing as eunuchs were caught by real transgenders in Hissar in Haryana on Sunday. Later, their heads were tonsured and made to apologise in public by them.

SURAT: Police arrested 10 eunuchs from the Surat and Udha railway stations on Wednesday morning of which seven have been found fake.
The eunuchs were arrested following a complaint of attack by a railway passenger on Tuesday.
Following information of attack by fake eunuchs, government railway police carried out searches in different trains and railway stations during which 10 were nabbed. After being arrested, three eunuchs informed police that they are real while others are fake and just dressed as eunuchs to earn money.


The police will get their physical examination done for confirmation.
Meanwhile all were booked for harassing passengers. "We are yet to identify who are fake and who are actual only after which further actions will be taken," said sub inspector, L B Mahida.

Indore: Six youths, who extorted money and looted people by posing as eunuchs, were arrested by police on Saturday here.

The arrested have been identified as Ajay Nath, Prem Nath, Arjun Nath, Arjun Lalunath, Balwant Nath and Uttam Thakur, police said.

Six `fake` eunuchs arrested for extortion
According to the police, all of them are aged between 20 and 30. They were arrested while trying to extort money from the residents of a multi-storey building in Gumashta area here.

During the preliminary investigations, police found that the accused used to enter houses as eunuchs and demand money from the residents. They also found that the accused used to travel in costly cars. Police suspect that the accused were also involved in the incidents of looting earlier.


MUMBAI -Two men masquerading as eunuchs have been arrested after convincing Indian families to hand over money for ridding their homes of black magic, a report said Wednesday.


The two men spent 15 days fleecing families in western Gujarat state before one of the victims complained to police that she had been hypnotised by the men, according to DNA newspaper.

The 40,000-strong eunuch community in Gujarat has been enraged by âہ“fakesâ€Â who muscle in on their begging operations, and a photo identity scheme has been started to try to regulate the business.
âہ“Two men dressed as eunuchs came to my home telling me to perform puja (an act of Hindu worship) to banish black magic from my home,â€Â alleged victim Bhupendra Pandya told the newspaper.

âہ“I did not want to believe them but they hypnotised me. I gave them 3,600 rupees (78 US). Before leaving they gave me a sweet drink and told me my house was free from black magic.â€Â

Police have charged the two men, aged 30 and 40, with impersonation and cheating, the newspaper said.

India estimated one million eunuchs, once the guards for the harems of India Mughal emperors, are now more likely to be shunned.

They regularly barge into Indian weddings and blessings for new-born babies and leave only after collecting money.

They are regularly seen begging at traffic junctions in major cities and depend on the sex trade to make a living.

Dharun Ravi is the 19-year-old Indian American student charged with spying on his roommate. While the act of spying itself is the charge he faces, it is what he saw and reported via a social network, that led his roommate Tyler Clementi to commit suicide by jumping off the George Washington Bridge. Ravi and another college mate saw Tyler kissing another man via the webcam in his room. Ravi's trial is set to begin Friday with the selection of a 16-member jury. 

Ravi's roommmate Tyler Clementi had revealed his sexual orientation to his family just before he left to start college.A few days after the spying incident allegedly occurred, Clementi committed suicide.

Tragically around the time Clementi's belongings were found near the bridge, Ravi had sent him a message apologising for what he did.

Spotted here with his lawyer, the jury for Dharun Ravi's trial is made up of eight men and eight women and opening statements in the trial will begin Friday.

The case is to be tried in court in New York. Prosecutors say Ravi spied on his former roommate, Tyler Clementi, at Rutgers, the State University of New Jersey by watching Clementi in an intimate moment with another man in their dorm room from a webcam in a friend's room.

Ravi sat quietly through jury selection while his parents sat in the second row of the courtroom behind the defence table.

If convicted on the most serious charges of bias intimidation, Ravi would face up to 10 years in prison. Prosecutors would have to prove that Ravi targeted Clementi because he was gay.

July 2, 2009, had delivered a historic judgement to amend a 149-year-old
colonial-era law - Section 377 of the IPC - and decriminalise private
consensual sex between adults of the same sex. The judgment was seen as the
biggest victory yet for gay rights.


The two judge bench had held: "If there is one constitutional tenet that
can be said to be underlying theme of the Indian Constitution, it is that
of 'inclusiveness'. This Court believes that Indian Constitution reflects
this value deeply ingrained in Indian society, nurtured over several
generations. The inclusiveness that Indian society traditionally displayed,
literally in every aspect of life, is manifest in recognising a role in
society for everyone. Those perceived by the majority as "deviants' or
'different' are not on that score excluded or ostracised.


Where society can display inclusiveness and understanding, such persons can
be assured of a life of dignity and non-discrimination. This was the
'spirit behind the Resolution' of which Nehru spoke so passionately. In our
view, Indian Constitutional law does not permit the statutory criminal law
to be held captive by the popular misconceptions of who the LGBTs are. It
cannot be forgotten that discrimination is antithesis of equality and that
it is the recognition of equality which will foster the dignity of every
individual."


NEW DELHI: The Centre on Thursday opposed dilution of Section 377 of the Indian Penal Code (IPC) by Delhi high court, which decriminalised sexual acts, in private, between consenting adults of the same sex and urged the Supreme Court to reverse the landmark ruling. The UPA government told the Supreme Court that the HC had erred because a vast section of the Indian society still considered homosexuality immoral.
The Delhi high court on July 2, 2009, had delivered a historic judgement to amend a 149-year-old colonial-era law - Section 377 of the IPC - and decriminalise private consensual sex between adults of the same sex. The judgment was seen as the biggest victory yet for gay rights.
Gay sex "is highly immoral and against the social order," additional solicitor general PP Malhotra, who is representing the Centre, told the apex court on Thursday.
He added that it was "against nature and spreads HIV."


The Centre said it favoured the ban staying in place in order to prevent child abuse and because Indian society was largely against homosexuality according to a survey by the Law Commission. "Laws can't run separately from society and the morals of the time," Malhotra said.
When the Supreme Court asked who decided what was immoral, the Union government said society did so and argued that the Indian laws could not but reflect the views of its society. The government said the HC considered only judgements of foreign countries where homosexuality may not be resented.

"Our moral and social values are different from other countries and we cannot be guided by them,' the Centre told the court.
Hence, it appealed that the provision be retained in full to reflect the society's views. Though the Centre had not appealed against the judgement, the ministry of Home affairs came out strongly against the dilution of Section 377.


The Union home ministry, however, denied that it had taken any position on homosexuality. In a statement, the ministry said: "After the judgment of the High Court, Delhi, decriminalizing homosexuality, was delivered, the matter was considered by the Cabinet. The decision of the Cabinet was that the Central government may not file an appeal against the judgment in the Supreme Court; however, if any other party to the case prefers an appeal, the Attorney General may be requested to assist the Supreme Court to examine the matter and to decide the legal questions involved. Home ministry conveyed this decision to the AG."




"The ministry has also not given any instruction apart from conveying the decision of the Cabinet," it said.
